NEPC Review: Directional Signals: A New Analysis of the Evolving Private School Choice Landscape (FutureEd, July 2025)

The FutureEd report Directional Signals: A New Analysis of the Evolving Private School Choice Landscape compiles recent data on universal school choice programs, such as vouchers and education savings accounts, for 10 states. Popular with conservative legislatures, these programs have expanded rapidly since 2022, offering subsidies for nearly all students to attend private schools. While the report largely avoids deeper questions about democracy, equity, segregation, and taxpayer funding of religious education, it examines participation patterns, student outcomes, and fiscal impacts on public schools. At times it hints at policy recommendations, but its main value lies in providing up-to-date facts and raising empirical questions for policymakers.
